The Senate’s 60-vote threshold for broad crypto legislation looked more attainable late Sunday after Donald Trump agreed to ethics language in the CLARITY Act, according to [The Block](https://www.theblock.co/post/409000/trump-agrees-to-ethics-provision-crypto-bill), giving supporters a cleaner route to a floor vote before the chamber’s August recess.

The bill would set a federal market-structure framework for digital assets. [The Block](https://www.theblock.co/post/409000/trump-agrees-to-ethics-provision-crypto-bill) reported that it would split oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission, the jurisdictional line exchanges, brokers and token issuers have been pressing Congress to draw. Several days of uncertainty had centered on whether the White House would accept conflict-of-interest language strong enough for Democrats to defend. ## The Senate math

The same report said the Senate Banking Committee advanced the bill by a 15-9 vote in May, with two Democrats joining Republicans. That committee vote showed some bipartisan support, though not the larger coalition sponsors need on the floor.

The ethics language has become the gate because Democrats need safeguards they can explain publicly while the White House remains closely associated with digital-asset investing. The provision is meant to address whether senior officials, including a president with visible crypto ties, can support market-structure legislation without appearing to shape rules around their own holdings. The Block reported that backers now expect revised text in the coming days.

## Why markets care

Timing may matter almost as much as the final wording. Bitcoin Magazine said the Senate’s current work period runs until Aug. 7, leaving sponsors a narrow window to circulate language, test whip counts and secure floor time. A recess delay would not kill the bill, but it would force supporters to rebuild momentum when the Senate returns to a more crowded calendar.

For trading firms, exchanges and token projects, the issue is practical. A clearer SEC-CFTC split would help determine which assets face securities treatment, which venues fall under commodities-style oversight and how compliance teams sequence registrations, disclosures and surveillance. That is why the ethics provision matters to the market: it is the political fix that could unlock the regulatory framework beneath it.

The firms that would use the bill are listing tokens, operating marketplaces, writing custody procedures and deciding whether a product launch belongs inside securities rules or a commodities regime. Prior crypto policy fights have shown that Washington can produce headlines faster than operating rules. Sponsors are trying to avoid the same gap by settling the ethics dispute before the bill reaches the floor.

The push also comes as Washington’s broader crypto agenda continues to outrun implementation. His backing for ethics language has nevertheless shifted the immediate debate from whether the Senate can get comfortable with the bill to whether leadership can move it before the calendar closes. For the crypto industry, this week now looks less like another process preview and more like a real test of whether Congress can turn market-structure consensus into law.
